I think the route card splits just work based on average pace, so beware the target times it sets you for having to get to the top of Pen-y-Ghet and Whernside.
Better to look at previous results. I think low 40's up PG will be on target for a 4 hours time.

A typical winner's time (Simon Booth) extrapolated for a 4 hour finish gives:

I show my actual times for a 3.58 and 4.01 finish. The PPP is l-o-n-g and it is tempting to go off too fast up PyG and on the long run out to Ribblehead and pay later. As indeed my actual times show!

For what it's worth I offer my own sub-4 hour splits which I think are fairly typical and doable by any reasonably fit runner.
Penyghent 37
Ribble Head 1.33
Whernside 2.09
Hill Inn 2.34
Ingleborough 3.12
Finish 3.50.44
The annoying part about that run is that, although I was at the top of my form, I still failed to win the O/60's!! So come on you young 'uns. You can do it!!

Have just been looking at the race programme on the 3P's site. I see that
Mrs M is listed as an "elite runner" much to her suprise. Unfortunately she has had to give up her entry due to injury.
Ingleborough back to Horton is a boring slog. And a bit of an anti-climax, when you've reached the top of Ingleborough you feel like you've conquered the 3 peaks, but you've still a fair way to go and the signpost that says Horton 1 and a half miles needs moving towards the finish a bit
