it all depends what you want in terms of "fell running stuff". As an athletics shop with great products for fell runners I don't think anyone beats Pete Blands.

For a local shop for some of the additional accessories I really appreciate Outdoor Action in Blackburn.

Lakes Runner in Ambleside if you're in the area.

Always get really good advice there.

Definitely checkout Lakes Runner as well as PBs if you're up the Lakes way

Yeah it's either Pete Blands in Kendal or Accelerate in Sheffield if you want a wide range of specific fell stuff with god advice.
The Mountain Equipment shop on Deansgate in MCR is an Inov8 off road centre, and there's also Mountain feet in Oldham too.
Sports shoes in Bradford is worth a punt if all you are after is shoes, very good on price.
And before anyone says Sheffield and Bradford aren't in the NW, I included them because they ain't that far from Bolton.
