    I use an Altura pertex windproof for cycling whihc cost about £30. The DWR coating has lasted really well, and though not technically waterproof, it's kept me dry enough for commuting over the last winter and recently through some really heavy downpours and has the added advantage of being VERY breathable and packs down to nothing (and High Viz for short sighted drivers in the rain!). It's a cycle specific cut with long arms and a drop tail, but any similar pertex top would do the same job.
