Beginners routes in the P D

Does anyone know wether it is " Dogs must be under control", or " Dogs must be on leads " around the Edale and Castleton hills? I can't tell what the sign says on Google maps.

On any public footpath a dog just has to be under control, which can be off the lead..

Depends how good they are with sheep really... I'd have my dog off the lead constantly in that area but she's good with sheep and stays close.
