    Can you explain rule 9(7) Richard? Why does the said county allow clubs outside the county to affiliate with them? Because according to the rules most of the Runners would be able to run with a second claim club within the county if they didn't affiliate clubs from outside the county. Clear as mud really and needs changing. Just needs two rules really does cross country.

    1. Only people born within or living in the county for 12months or more can compete as an individual and count in a team.

    2. Only clubs that are within the county can compete as a team in the county championships. This team should be made up of individuals that qualify within the terms of rule 1.

    RULE 9 COUNTY, DISTRICT AND REGIONAL QUALIFICATIONS
    (7) A County may at its discretion limit Team Championships to affiliated Clubs.
    (8) Athletes whose first claim Club is not affiliated to the County Association may compete for their
    second claim Club in a County Inter-Team Championship if they possess the necessary County
    qualification. Subject to an application of this Rule athletes may represent their Club from the date
    of objection to that Club.
    (9) A Club may affiliate to more than one County.


    I'm not defending this, but 9(9) is what creates the issue that has been raised. It allows a club to affiliate to more than one county.
    So rule 9(7) allows a County AA to permit an unaffiliated County to take part ie in the case of Salford or Horwich at a Lancs Champs we could say yes without them affiliating.

    What we cannot do is reject their affiliation and block them taking part.

    If 9(9) was amended to read something like A club may apply to affiliate to more than one county and the County AA may accept or reject such an application from a club outside of the County boundary then it would allow sensible discretion to be used.

    I think discretion should be taken out and it should be black and white.

    I think the discretion of the County would be the better way.
    What defines where a club is based? I'm not sure it is defined.
    With us, you could perhaps say Witton Track? So we are Lancs.
    But with most clubs it's the address of the Club Secretary and you could live in Horwich and move counties as the secretary changes as the border runs down through Horwich.

    The Counties would police it fairly in my opinion.

    Behave, Blackburn is in Lancashire, Salford, Horwich and Bolton are in Greater Manchester. Discretion gives the competitors a stick to beat organisers with. Black and white is the only fair way.
