I usually cough when approaching and seems to work for me.
You could always use a quick 'pip-pip' with the whistle you'll no doubt be carrying as part of the FRA kit. Obtainable for about £1 and much cheaper than the £15 runners bell on rosegeorges earlier comment

I call out "Ring Ring" (from School Days) and it always works; probably because those in front know I'm ready with the full song:

Up in the mornin' and out to school
The teacher is teachin' the Golden Rule
    American history and practical math
You study' em hard and hopin' to pass
Workin' your fingers right down to the bone
And the guy behind you won't leave you alone

    Ring ring goes the bell
The cook in the lunchroom's ready to sell
You're lucky if you can find a seat
You're fortunate if you have time to eat
Back in the classroom open you books
Gee but the teacher don't know
    How mean she looks

Soon as three o'clock rolls around
You finally lay your burden down
Close up your books, get out of your seat
Down the halls and into the street
Up to the corner and 'round the bend
Right to the juke joint you go in

Drop the coin right into the slot
You gotta hear something that's really hot
With the one you love you're makin' romance
    All day long you been
    Wantin' to dance
Feelin' the music from head to toe
'Round and 'round and 'round you go

Drop the coin right into the slot
You gotta hear something that's really hot
    Hail, hail rock'n'roll
Deliver me from the days of old
    Long live rock'n'roll
The beat of the drum is loud and bold
    Rock rock rock'n'roll
The feelin' is there body and soul

Thanks for all of the suggestions. I suppose one school of thought might be that if they're out on the fells in their spare time then they must be looking for excitement and adventure, and the sudden adrenaline hit caused by being buzzed by a rarely spotted lonely fellrunner is just part of the fun, despite the possible subsequent laundry costs incurred!

Nah, probably simpler, lighter, safer and more polite to employ the traditional mountain form of advanced communication ... https://www.youtube.com/watch?v=Lxt0_YrQs0M

10 hours?? 32 seconds was more than enough!
I was a bit of an oddball until I was abducted by aliens; but I'm perfectly OK now!

When facing incoming walkers on a narrow path I'll always give way, most ramblers let me carry on running anyway but it's good to offer. I once met a man out walking with his family. He must have been well into his eighties. He stopped for a quick chat and it turned out he'd been a runner in his younger days and had done all the big Lakeland races. Good on him, he was still on the hills albeit much slower than in his youth.

Ian - I know what you mean about folk listening to music, get it all the time on my commute along the canal tow path. Even worse they are usually dressed all in black so in the evening you don't see them until the last minute.
was going to say something similar, especially if it's hardish ground under foot.

I tend to shout out "passing on left" as soon as I'm in ear shot.

If they don't hear, not a lot you can do.

Not heard that one before Graham. You'll have to give us all a rendition before the start of the next bedlamite race.
Make sure you let Brett know so he can start his watch 10 minutes later

Same cycle path as Ian a couple of years ago my wife and I came up behind a couple walking. We rang our bells then quietly and slowly moved past only to be berated 'you ought to get a bell' - 100 yards too late I thought of the perfect response - 'and you ought to get a hearing aid'.
