In some cases, yes I agree regardless of ownership. However a lot comes down to the age and design of the building.
Modern fire/building regs are far more stringent than they have ever been. While no building can be considered fire proof, emphasis has to put on constructing buildings that inherently prevent the outbreak and spread of fire and offer safest measures for escape. Retro fitting sprinkler systems to 1970s housing blocks (with only a single stairwell!) would seem a no brainer though.
