I've had these warnings in the past on that website. I think if you go advanced and then proceed it lets you go there. But when I try it now, it's not working at all. So yes, it looks like the site is down.
Seems to be back if you click advanced and ignore the warnings. Looks like the SSL Certificate expired on Wed, 19 Oct 2022 23:59:59 GMT. Should be ok to ignore for now as its not like you are paying for stuff with a credit card or anything on the site.
