The first organisation to be called the Fell Runners' Association was formed by Frank Travis at a meeting held at the Golden Fleece Hotel, Calder Bridge, Cumberland on December 11th 1969. They changed their name to the Cumberland Fell Runners' Association to avoid confusion with a newer organisation.

This new organisation was formed on April 4th 1970 at Whitehough Camp School following the Pendle Fell Race. Alf Case (Clayton-le-Moors) was elected chairman, Eddie Leal (Ryde Harriers), Secretary, and Jim Smith (Bury) Treasurer.

The Committee were Frank Travis, Gerry Charnley (Clayton), Ken Smith (Clayton), Eddie Roberts Rossendale), John Haworth Clayton) , Pete Duffy (Aberdeen), John Barlow Sale) , Mike Davies (Reading) and Colin Robinson (Rochdale).
