yes kind of ! i lived in london and got stuck into fell running. box hill training was the main way or driving up norf / wales on friday nights with a tent :-). awesome sport and sadly missed here in singapore now
i reckon that with appropriate stepping machine work outs, running up and down the same slopes repeatedly and occasional trips to real fells the training can be quite good - it's just not nearly as fun as popping out for a quick fell run mid week nearby sadly...

I lived and trained in London for 17 years. Places which come nearest to imitating fells in my opinion are Epping Forest and Hampstead Heath. Both have steep hills and some rough tussocky terrain.
Other places to get some hills in are Greenwich and Highgate, the latter especially where there are some road hills of over half a mile in length.
Obviously the other way of hitting the hills is put the treadmill on top incline and run up it for as long as you can before boredom takes over.

other alternative is the stepper machine. best one of them I ever came across was in a U.S. gym which was a revolving barrell type thing which meant you were actually stepping up your own bodyweight rather than just moving the levers up and down. the higher level you put it on the faster the steps revolved.
