Probably a trick question, but it must be the Brecons.

Pen Cerry Catch in the Black Mountains? 101.3 miles away as the crow flies.
Nearest in the Brecons 104 miles, nearest in Devon ~ 115 miles...

Depends what you call a mountain really. Is it mere height, or does it have to feel like a mountain too?

Personally, if I need a mountains fix I will head to the Black Mountains rather than the Dark Peak though both are a similar distance for me.

It's not used for a race, but the Waun Fach horseshoe out of Llanbder is a good route. It takes in Pen Cerrig Calch and also Crug Mawr, another contender for nearest mountain to Southampton!

Try the Llanbedr to Blaenavon race next year, takes in three fine hills (Crug Mawr, Sugar Loaf, Blorenge) all closer to Southampton than Pen Cerrig Calch (just) and you will swear they are all mountains by the time you have finished!

If it is a mountain by true guidelines does it not have to be more than 1000m ?

Try 'Select Summits by Location' in the 'Maps' tab on http://www.hillmaps.co.uk
