Looks like Rivington Pike isn't the only race in the FRA calendar to charge non UK Athletics members an additional £2.

The Trail Running Association have a Rule that allows them to charge an extra £2.00 for non-affiliated athletes.

The Rule about unattached levies was originally introduced for road races.

It is ironic that the big city-centre road races (e.g. FLM, GNR, etc.) do NOT charge this levy, and therefore, presumably, do not return any funds to the
    appropriate Association.

I'm sure this has been gone over before, but you don't need a race permit from any body, so long as you have permission to use the route and are suitably insured without one. So I'm not surprised the big races don't pay this.

Last time I organised a race my team was told that we needed a race permit because we were inviting Clubs, but it was clear that we got nothing for our race permit except the 'priviledge' of paying NoEAAA a couple of quid for any unattached runners that raced. The race was insured and I *think* the NoEAAA insurance wouldn't have paid out in the event of an accident because the event was already covered by other insurance policies. All seemed very pointless to me, but NoEAAA were adamant we couldn't run the race without one.

GM, Technically speaking any athlete who enters a non-permitted event can be barred from future competitions held under UKA / IAAF rules. Watch out for the ARC debate on this!

Although there is no mention of an unattached levy in the FRA calendar.

The appropriate Rule in UK:Athletics states:

The following are ineligible to take part in competition under UKA Rules:

    Any persons who:

    (c) take part in any athletics meeting, other than a Hill or Fell race, which is not sanctioned by UKA or other appropriate Association.
In my opinion it would be impossible for UKA to enforce this Rule as too many athletes have participated in competitions that are not sanctioned by UKA.

However the growth of breakaway and rogue organisations will encourage officials to use the Rules and ban individuals who, in their opinion, have flouted the Rules.

Do Horwich RMI Harriers return the unattached levy to any Association (NoEAA, etc)?

In theory the organiser can apply an unattached levy and pocket the money.
