After the Scarman report on Brixton riots and then the toxteth,Handsworth and Chapeltown (Leeds)riots Heseltine was sent as Minister of Merseyside. Personally i think it was more of a cabinet decision as they had to be seen doing something. He maintained his links with Merseyside and was made a Freeman of the city in 2012.
As with folk using using the falling pound as an omen of doom, this is really way to early to tell. We won't know what the real impacts will be for some time yet.
In the linked article it doesn't really give much indication of what has already been invested in the highlighted development, £10m, £40m, a fiver? It might be too far down the road to sensibly reverse.

I'm not a lawyer, so perhaps someone will correct me or clarify for me.
Our Common Law system works because when a law like the one to try and deal with Legal Highs is brought in, the court system responds to it and precedents are set and then the law begins to function.
I've seen something similar with the issue of internet copyright, where cases that would normally be in a county court have been switched to the High Court in London which was a short-term measure to help establish the precedents that will form the base for future legal decisions.
To try and link this issue with that of scientific excellence is a little tenuous though.

If you don't have many competitors then presumably there is no real need for whatever it is you sell but people will buy it anyway if it's cheap enough. No harm in that but perhaps you will have to find something else to trade and spread your risk a little more.
