Thats what I call (dunno about Kew) Cotton Grass. The whole of the Dales is plastered with it.
Having done two minutes of internet research, I now feel quite an authority on the subject.
It looks like mat grass (Nardus stricta) to me:

Or it could be cottongrass (cheers Stolly):

This grows where it's more boggy, hence it commonly being called bog cotton.
