Hmmm - seem to recall there was a clear request that waterproofs were carried at Wicken Whizz on Friday but several runners did not and was not aware of any DSQ's. One rule for one........?

Totally different. A request is made for kit to be worn, which may be enforced through a kit check. There's only a few races where the check is enforced for all participants, most just check a sample of runners.
A navigation challenge requires all users to visit all checkpoints which is enforced through marshalls taking numbers at the checkpoints and so applies to all. Simple to see the differences, when you give it a brief moment's thought.

Err my understanding is that if at sign in the RO says you should carry a waterproof top as is his right in the FRA rules and you dont comply you have broken the rules of the race and you should be DSQ'd as you broke the RO's instructions and the FRA rules. If the the race route says you should visit X,Y and Z and you don't, again race rules broken and you should be DSQ'd. Either way same thing - rules broken consequences ensue. Not sure I need to give it any moments thought, however if the RO gives clear instructions but then does not enforce punishment on the transgressors I am not sure where that leaves us.
I am guessing from your naive reply you have not been racing long and new to the sport? Don't worry you will learn.
