Oh God, the dreaded waterproof/windproof/taped seam/pertex debate! Yes, there is a waterproofing requirement in excess of FRA rules on the basis that I don't think windproofing alone would do you a lot of good if you're unfortunate enough to have to pull up or stop in wet conditions on an isolated and exposed bit of moorland. I'll stick with the same as I said last year and hope this is sufficient:
Full body cover: Your top must be waterproof and windproof. Your trousers may be windproof only (ie not waterproof) if you wish, however this is not advised if the conditions are poor.
