My guess would be Newcastle.
Stoke City would be up there out of the big clubs.
Purely in percentage terms it would be a lower league club, located nearer to other large clubs.... Oldham, Rochdale, Orient, Walsall,etc.

Depends if you're talking pure numbers, or percentage.
If you're talking sheer numbers, it would still probably be Man Utd, they do have a huge following across large swathes of Manchester.
But percentage wise, they would be way down.
Also depends what you class as a supporter though...
