as has been pointed out previously on this thread:
a) pre-loading will still be a LOT cheaper.
b) even happy hour promotions are nowhere near as cheap as 40p/unit.
so it won't have any effect on binge drinkers.
the main effect will be that reasonable drinkers on a budget will pay more.
eg: I bought 20x250ml 4.8% "no name" lager (hardly in the "nutter" category) from Tesco last night, costing £6.05
each bottle contains 1.2 units, so will have to be sold at 48p each, making £9.60 in future

Sat in a pub drinking a £4 pint right now but reading an article in the Telegraph saying this legislation will cost 'safe' (within guidelines) between £40 and £71 per year.
Has anyone thought this rule through? Where is the extra money going to flow to?

Well, you're paying about £1.50 a unit already. If you drink anything other than cheapo booze from the supermarket, it shouldn't cost you any more than now, other things being equal, of course.
For the stuff that increases in price, the Govt will rake in 20% of the increase through VAT. What happens to the rest is a moot point. Supermarkets use cheap booze as a loss leader, so the other 80% of the increase will get split between the retailers and the makers, but the very cheap own brand gear might disappear altogether.
