as has been pointed out previously on this thread:
a) pre-loading will still be a LOT cheaper.
b) even happy hour promotions are nowhere near as cheap as 40p/unit.
so it won't have any effect on binge drinkers.
the main effect will be that reasonable drinkers on a budget will pay more.
eg: I bought 20x250ml 4.8% "no name" lager (hardly in the "nutter" category) from Tesco last night, costing £6.05
each bottle contains 1.2 units, so will have to be sold at 48p each, making £9.60 in future
