As a committee member, I'm not aware of any 'clampdown' but I'm sure we will be emphasising to RO's the need to stress WFRA (which are the FRA) regs on safety, especially after Buttermere sailbeck. And sensible RO's will need no reminding!
I despair, I really do, that this is still a live issue.

this is one of my pet hates
if the weather is bad enough for you to not want to unzip/lift up your jacket then ALL THE MORE REASON why the marshals need to physically see your number.
I would never consider just shouting out my number to a marshal - you could misremember your own number, or the marshal could mishear - I ALWAYS show my number fully and wait to hear a marshal say my number back (correctly!) out loud.
it's not just polite/etiquette/good practice, it's for your OWN SAFETY FFS
