Clubs are supposed to send all the registration off in June I think , so they can send all together rather than on the drip as the membership fees come in. That means the cards come out shortly afterwards.
We got ours at BBH towards the end of June.

If the club sent late, the cards will come late.

I've just re-read the letter which came with my card and notice that from now on registration cards will not be issued annually (explains why there is no year on the card) so there should be no further issue with late receipt of cards.

... and don't forget that England Athletics have agreed that, for runners who are FRA members and not members of multi-discipline athletics clubs affiliated to EA, they will allow registration without any charge. Instructions for registering here
