    I would go for a scabby but functional road bike (Pick one up in a charity shop) and a decent lock that way you can leave the bike with a reduced fear of losing it while your back is turned, mind you if you have quick release saddle or wheels they may be missing when you get back, if you are not careful with you locking procedures.

    15mph is doable even on moderately hilly terrain. You should be able to pick up something half decent secondhand in your price range. As Mark said, something you can fit a rack, panniers and mudguards to would be a plus if using for essential journeys all year round.

    I tried to buy an e-bike in Yorkshire.
    The seller insisted on selling some sticky stuff to go with it.
    Apparently it was E-bike gum.


    I'll get my coat.
    ....it's all downhill from here.

    Steer clear of 105 mechs, they're garbaggio, go for the 10spd. The rim calipers are quite good, but the pressed rings slip on an upshift and the 11spd rear cassette is very heavy for the money. FFS get mudguards, they're worth their weight in gold in winter. Ultegra and above are machined rings, way better, my Raleigh is on 7400 and still shifts sooo crisp.
