Alot of fell races state that waterproof/windproof trousers are a must to be carried with you but im not too sure whats on the market in the line of running waterproof trouser. Ive got some walking waterproofs but i duno it they would be suitable.

They will do! Chances are you will only be wearing them in very bad weather or an emergency so won't be running in them anyway.
For waterproof trousers mine are lightweight £10 walking trousers. Got some Montane windproof trousers as well but only because they were going cheap at TK Maxx.
If you do want some actual running waterproofs look at the OMM trousers. People seem to rate them.

ive got some trek mates ones with taped seams, my windproof ones are ron hill type
