A big concern I think - how long before a 'risk prioritisation' becomes a compulsory requirement of (for example) insurers and landowners? How early will they be required and how complicated are the forms likely to be that organisers will be required to fill in and submit to whoever is going to prioritise the risk? (assuming someone in the resilience forum has the knowledge/experience to do so). What happens if whoever assess it deems to event unsafe? How long before someone starts charging us for doing this? etc etc.
Sorry to list a series of moans/problems but I really think that if we are not careful someone will use this as a catalyst to introduce a lot of unnecessary bureaucracy and form filling, and woe betide any race organiser who doesn't toe the line.
