A radical suggestion: It could be held before one of the over-popular over-subscribed races on the calendar and attendance at the meeting could be a condition of entry to the race
... some free food might help too..

Holding the AGM across the route of a race with voting boxes at the tops of each peak. You could have a discussion at the top of the first peak and then everytime a runner passes a further peak they have to vote on a motion.
