Try the St. Annes 10, 15th March - though there is a 10K in Trafford which is fantastically organised if you fancy something shorter...

like NotIntaFells said, best bet for flat PB is St Annes (so long as not windy!)
[it also clashes with Lad's Leap, and is the day after Dentdale]

then there's Ferriby on Jan.25th (Hull, so not technically NW)
    Netherhall (Maryport, Cumbria) on Feb.22nd
there was a Fleetwood 10 race last Feb, but no details yet for 2009...
Little Strickland (nr Penrith) on Mar.8th
    Grizedale Forest Trail on Mar.29th

The Sale 10 should be the 1st Sunday in August, and whilst I realise this is not when you asked, if you're looking for a course that offers decent PB potential then this is a decent bet, although it is a multi-lap race, or at least it was when I did it last.

Ferriby's a good race, but not really got much pb potential. First half quite hilly (for these parts), usually into head wind, second half flat with the exception of a hill right at the finish.

Think it's been entries in advance last couple of years.

A good race with NO chance of a PB but a great test of all surface running.
