Hmm. Could be a job for the RSPCA. Dogs aren't allowed to carry library books, only their own stuff. (This is actually true... although as long as it's not an encyclopaedia & a chihuahua it's probably not a hanging offence).
Hmm, Leeds Library suggested I hand it in to the police or post the book to the Library (rather than passing on my details to the person they must have on their records). Maybe the book was ballast for the dog biscuits on the other side?
