Yes although you do need to climb the wall just the other side of the beck after going through the tunnel under the railway. Failing that, for the next best thing, take the old 3P walker's route path up - thats still as steep as old harry, but crests the ridge a couple of hundred yards south of the trig, by the gate
PS the fell race route is permissible in that you're crossing open access land all the way up. In the lead up to the actual race they do ask that recce's don't take this route, as there isn't really a path and what with a potential field of 8 or 900 runners the organisers feel responsible to the landowners. Its like anything really, a race needs permission for lots of runners - a lone runner tootling up on his own at this time of year is fine.
