If the reported incident had occurred in a race registered with the FRA then action would have been taken under Rule 11 of the FRA/UKA Rules for Competition.

However in this case the FRA has not investigated any facts so it would be against natural justice for any other Race Organiser to apply a sanction to this person, based on a one-sided report on the FRA Forum. The FRA will not be issuing instructions to ROs of FRA-registered races about this person.
Hmm interesting... So if this person turns up and runs at an FRA sanctioned race and has an accident, and m'learned friends become involved, what will be the FRAs response when asked why, when the FRA knew this person disregards safety rules, they chose not to warn RO's of his behaviour?

In the absence of an MRAG Safety Requirement document as specified in Rule 405 of the 2014-2016 UKA Rule Book, what Safety Rules/Requirements does UKA expect the four UKA affiliated Home Country fell/hill/mountain bodies to apply to the events they Permit/License/insure?

The FRA have the FRA Safety Requirements and Welsh Athletics include these on their website. However I have been unable to find any reference to use of the FRA Safety Requirements or inclusion of the document on either the Scottish Athletics/Scottish Hill Running Commission or N.I. Mountain Running Association (NIMRA) websites. Does UKA require Scottish Athletics/Scottish Hill Running Commission and NIMRA to apply the FRA Safety Requirements at the hill/mountain events they Permit or are they free to determine their own Safety Rules/Requirements if they so wish?

MRAG was not set up to have a role in event rules and safety regulations, for endurance events that falls to the UKA Endurance Advisory Group on which representatives of fell, mountain, walking, road, cross country , track all sit; this group then feeds into the UKA rules book, which is the rules book for the sport as it is covered by UKA

It might be easier to talk further on this over the phone if you still have more questions ,better than just forum postings
