As kit checker (usually) for the skyline and TT this year I would pass a buff, If the weather was looking very severe like 'that' skyline I would reccomend extra head gear but not in force it given you have a hood on your jacket.

Could you have a bala rather than a hat?

yes, I used to use a power stretch bala which you could convert in to a beanie.

Al, buffs are very versatile bits of kit. I own one myself. However, the best item of headcover that I have ever owned (particularly for heavy weather, such as this w/e) is my "Running Bear Storm Cap". Pertex outer and a thin microfleece lining, with earflaps. You don't know that you are wearing it...until you take it off and realize just what it has been protecting you from.
I've sewn some small toggles to the outside of the earflaps (with small buttons on the inside so that the thread does not pull through the material - 21st century metro-sexual male, me, you know). I then attach some thin bungee cord to the toggles, as a chin-strap. Been with me through thick & thin over the last 10 years, just brilliant. See the Running Bear ad in the FRM - about £14.

Cosmic Hillbashers have had an order of Buffs specially made up with the club logo on.
And they've been put to even more uses than the official Buff site shows from the photos I've seen.

Here is a fell runners version of Balaclava.

    Forward, the running brigade!
    Was there a man dismay'd ?
    Not tho' the athletes knew
    Some one had blunder'd:
    Theirs not to make reply,
    Theirs not to reason why,
Theirs but to do & die,
    Into the valley of death
    Ran the six hundred
