Yes I think very much so. If all the people who disagree with you end up in prison for such, you'll be the only person left.

The quote didn't say that they disagreed with them; just that they stood idly by and did nothing, because they weren't 'one of them'.

And I suspect the author was talking about them being exterminated, not put in prison.
