Well you can, but how many people will at the end of the day hold their hand up and say it's a fair cop?
Then if there is an injury or death your insurance premium goes up, the RO is hauled overthe coals in crown court asking why the runner in question wasn't carrying kit on the day and at worst case there maybe a chance the RO could be charged with negligence leading to the death of a competitor in a race.
My own personal view is you know what your signing up for, and at the end of the day no kit no race, especialliy on long races.
I thought the idea of the kit check at the end was because some runners may ditch their kit before the start of the race.
I must admit unless you have a turnstile to go through at the start of the race it is very difficult to police people carrying kit at the start and you can check them as they come in at the finish.
I can see Ian's point from a safety point of view though when you would need kit part way through the race.

If someone is good enough to put an event on then if you choose to enter you should follow ALL his rule.
Failure to do so is nothing less than cheating.
having said that the team in front of me at the Brecon KIMM were being DQd at the finish kit check (ie after 2 days) for not having gas left to make a drink as per the rules and I couldn't help but think (very) harsh but fair
I agree wholeheartedly Ian - it's a race, there's rules, if you deliberately break them in any way, whatever your opinions or motivation, you're a cheat - if in doubt look up "cheat" in the OED. It really isn't conceptually or philosophically difficult. Cheats should be DQd and banned as a deterrent IMHO

Saw plenty of people at the start that couldn't possibly have full body waterproof cover. One guy stood in front of me had a towel and very little else.
I disagreed with the need to carry full body cover as the conditions were not forecast to be bad.
I did carry full waterproofs because it was stipulated as a rule.
I would agree with the term CHEAT.![]()
It's obvious who the 1st, 2nd and 3rd place runners are (male and female) and would be easy enough to check them as they cross the line for kit and if they don't have specified kit then no prize.
And if numbers were marked with categories V40, V65, F50 etc etc then you could identify age group winners as they cross the line and check their kit. (assuming no one has folded their numbers in such a way to hide it and if they have then they get DQ'd anyway)
This wouldn't stop slower runners not taking kit, but if you come 8th and the first 7 have "cheated" you win!

We saw people at last year's fellsman go through the kit check, then go out and dump half of it in their car! That is a deliberate attempt to deceive and deserves an instant disqualification, I think.
