Watching the programme again, it struck me that the position the Peak District National Park Authority took,
was because they were very afraid to be landed with the upkeep and repair of the lanes!
As for upgrading the tracks with stone etc to make them more like roads, it ain't what the off roaders want.
The number plate 'RUT' on one of the vehicles summed that up very well.
