I thought the contrition was in his statement from the Downing St garden. He did reflect that he might have sought clearance from the PM before he left to head up North, but it was the health condition of the PM that stopped him doing that.
The Police have said the trip was not in breach, so I'm not sure what the contrition would be for anyway.
