I also wear covers over my shoes. My winter shoes are half a size too big which enables me to wear a thicker sock or even two pairs without restricting circulation.

Cycling shoes are generally tight fitting and I think that lack of circulation amplifies the discomfort caused by the cold.

For real wet and cold winter conditions I treated myself to a pair of North Wave Arctic Celsius 2 GTX boots, although pricey, are worth their weight in gold!
