If a fence was "hurdled" without touching it, woud that still be considered bad form given that there would be no damage to the fence? If it is just viewed as "poor form" at the minute does the unwritten rule maybe need to be clarified and made more official?

Those queueing at the gate have done so to follow the request of the landowner and the race organisor, jumping the fence whether you touch it or not is not just Bad form it's cheating. Shout at them at least but better still take their number and have them disqualified. If they don't like it theyshould run faster or not come at all.
