Most are wind and water resistent.
I can confirm the above though that yes most people do only carry them but from experience that yes if you have a fall/accident etc and are rendered incapable of maintaining a run to at least keep warm the trousers are essential - it also helps to have someone around to help you put them on after your hands have become completely useless because of the cold!!
There we have emmi's top tip for kit - a decent pair of gloves!!
my nike Thjermal lightweight gloves http://www.peteblandsports.co.uk/tro.../581/index.htm are material ones , but when they get wet they tend to still maintain warmth which is good, i hate my hands being cold.
Trouser wise, i only carry the mac in a sac ones, they are windproof, waterproof and taped seams. they do the job, however, the top is not so good! Seems to let some water in

my montane featherlite is the same - great as is light and indeed windproof, not so great in a down pour hence the reason for getting the OMM Kamlieka smock although that doesn't pack down as small nor does the Montane Velocity that I have although that is waterproof too but that one doesn't have a hood!!
The mistlite jacket, at least, is NOT waterproof.
First aid kit isn't required.
