I don't think you should "threaten" race organisers, but I agree that fell running is "niche" enough to be able list all race results in one place.
I think I read somewhere that it's a requirement of WFRA that results are submitted back to WFRA for publication?
Why not make providing results (and a short but interesting Fellrunner report) part of the deal of the FRA providing insurance?
It still means people have to get round to it, but it makes the arrangement clear very early on.
Incidentally, on Fellrunner race reports, you could base the insurance charge for races on the length of them. The longer they go on, the more expensive the insurance is next year...

might need an official change to FRA rules though...?

Exactly my opinion.
Whenever I do results for ukresults, John will (usually) stick a 'with thanks to' on it. That is all he (or one of the ukresults crew) asks for results he has done. Don't get me wrong, I do think fell results on this site should be here as a one stop shop for everyone.
