Don't get caught up in what people think the rules might or should be.
Rule 9 says Runners may count in competition for their first claim fell-running club only, which may be different from their first claim road, cross-country or track club if that club does not cater for fell-running.

I've tried to get to the bottom of this before and I'm still not sure what cater for means. My first claim club is primarily and traditionally for road runners, so I joined an out-and-out fell club about 6 years ago and consistently ran for that club on the fells. Over the last 18 months however my road club has started its own off-road championship and several of my team mates there have begun running on the fells. Does that mean it now caters for fell-running?
Last time I tried to find out there were some very helpful posts on this forum, and it all seemed to boil down to which boxes my road club secretary had ticked on a form. Unfortunately, I've not been able to locate anyone who knows anything about it, so I've still no idea which I club I should be officially running for. Fortunately, there's no danger of my ever making a prize list, so to some extent it's academic....
