PPP means Three Peaks. You'll sometimes see it referred it as 3P's too. PYG is Pen Y Ghent, the first of the peaks on the fell race route

I'd advise do what you can locally by improvising with hils and off road running. I live to the South east of Nottingham and try and get to the Peak at weekends in the winter or the occassional mid week fell race during the Summer which usually start at 19:30 pm leaving time to get there after work, although that might still be tto far for you?
As others have said its great to have an aim, but build up for that aim by doing other things whether they be challenges or races or simply training runs/days out. I do know that in and around Tring on the Herts, Beds border that there are alot of good fell runners training on the steep slopes of the Chilterns so it can be done. I think doing some X country in the autumn and winter can help build up some speed and stamina too which are all transfereble to the fells.
I'm also new(ish) to fell running, having been a road runner and occasional fell runner for quite a while, and likewise am planning something like PPP or the Edale Skyline for next year, so this thread has been pretty handy! I've walked both and feel it's now my turn to run them..
Just looked at the route on the Three Peaks website - that route up Whernside doesn't look walkable or runable up!?
