I'm new to running so I'm assuming this "first claim" rule exists for the same reason my rugby club 1stXV couldn't pick players registered elsewhere i.e. you might draft in a couple of players from a better club to help you win a big game. If so I can understand it's existence.
But for 2nd/3rd team games if you could get players from anywhere you could find them, including the opposition as the alternative would be no game.
So I'm with Emmilou on this. If your main club isn't entering a team and you want to turn out for someone else so that they can then put out a team, surely it is for the best? More teams = more competition?
Maybe to prevent any suspicion of dodginess, a team with a mixture of members could not be placed higher than "pure" first claim 1st teams?

It was the rules that pssied me off when I was a club secretary. It's just that you can understand where some are coming from but so many just seem to be deliberately made to make your job difficult and to stop people taking part in any sort of leisure activity. Personally I believe it's all the fault of the Rules Fairy who is a really nasty little t**t.
