Cut off times fine - but if it indeed is 1:30 for CP3, that's crazy - I was slightly over that last year and I remember being passed by Karen Nash (amongst others) between 3 & 4.
If a runner of her calibre was to be timed out then the cut-off is wrong.

1:30 would be a crazy time for CP3 - 1:45 would be more appropriate.

In 2006 where they have the sportident splits, the first 1:30+ runner had a finishing time of 3:26 and a typical 1:30 - 1:40 split gave a finishing time of 3:30-3:45.
