I think they are more serious, at least in terms of having something on file.
They know that having a plastic card from UKA does not mean that an athlete has had a medical; whereas to be a member of the FAF requires a compulsory annual medical.
As to the efficacy of the certificate from an organiser's point of view, I could spout about English law but the implications under the French Civil code aren't really my strong point.![]()
