I believe its where leg 2 ends, not sure about White Holme, but its where Emmi is going to pick up the runners who are doing leg 2.

So, who is going to be there around 12 pm...

Looking on the map of the whole race is shows the Summit Inn being at end of 3/start of 4.

Maybe theres more than one Summit Inn on the route.
