i agree IDP checkpoints can make a note of any runner they notice with no bumbag as they take there race no,
more so on the finish line and DQ em they wont do it again! in all sport if you break rules you get punished simple a level playing field for all and a safer one.

some races are understaffed as they are volunteers so a full kitcheck at every race is impossible but the starter could say that numbers of those who have no kit or don't appear to have the kit will be taken at a CP on route and phoned back for a spot check at the end or if obviously no kit straight DISQ
